Employment Counsellor – Youth Job Connection (YJC)

Job Summary:

Under the general direction of the Director of Employment Services and the immediate supervision of the Coordinator of Youth Job Connection ( YJC), the EC is responsible to develop and deliver pre-employment training to youth aged 15 – 29 who are experiencing multiple and or complex barriers to employment. The Employment Counsellor will support youth in the program by recruiting and identifying suitable employers, employment opportunities, monitoring placements and facilitating transitions to education or training opportunities. Work will be conducted in accordance with Ministry of Advanced Education and Skills Development guidelines and YSB policy and procedures

Principle Duties:

  • Assess youth to determine eligibility for program, refer to other services as appropriate
  • Identify ongoing youth needs and coordinate services with other organizations as necessary
  • Develop and deliver pre- employment training to promote job readiness among youth in the program; including fundamental job readiness, career development/exploration, personal management/life skills, and job search and retention
  • Assist youth to identify employment goals and develop an individualized Employment Service (ES) plan with youth
  • Monitor ES plan and document youth activities, update plan as appropriate
  • Identify, recruit and assess employers best suited to participate in program
  • Match youth to appropriate work opportunities/placements
  • Negotiate appropriate levels of incentives with employers
  • Provide one-one assistance to youth and employer to assist with & reduce challenges or barriers to successful completion of placements
  • Conduct on job site visits to ensure continued suitability and success of placement
  • Work with employers to develop opportunities for job trails, informational interviews or other short term work experiences
  • Work with placement employer and youth to determine needs for job related training
  • Outreach to community & agencies to develop relationships to inform of services and recruit youth for program
  • Ensure follow up and support transition from program into identified career or educational outcome
  • Develop networking or mentoring opportunities for youth in program to assist with transition to employment or education,
  • Participates in job-fairs and other relevant committees as appropriate
  • Answers / responds to employer questions and concerns regarding relevant employment related legislation such as WSIB, Human Rights, Employment Standards, Etc.
  • Ensures that employer work place meets recognized safety standards safety
  • Participates in program development and evaluation
  • Participate in team meetings
  • Ensure current data entry and case management information for information systems
  • Ensure both electronic and physical files are maintained and current within established guidelines.
  • Produces reports as requested by the Coordinator
  • Follows safe work practices as established by the YSB and the Program.


Job Specifications/Qualifications:

  • Education in social sciences, marketing, communications or relevant college diploma
  • 2 years experience in an employment or training setting
  • Experience working with at risk youth and proven ability to engage youth in their environments
  • Experience in developing and delivering pre-employment and life skills training
  • Experienced group facilitator
  • Knowledge of career development strategies
  • Excellent oral and written communication
  • Ability to work well in a team setting
  • Excellent problem solving, decision making and conflict resolution skills
  • Computer skills with a knowledge of the Microsoft suite of products
  • Oral and written fluency in English is essential
  • Oral fluency in French essential
  • Fluency in a language other than English and French will be considered an asset
  • Valid driver’s license and access to vehicle.
  • Availability to work flexible schedule which may include evenings and weekends.
